Umrah Visa from Pakistan: How to Apply, Documents and Fee

Pakistani passport holders get their Umrah visa through a licensed agent, who submits it on the Saudi Ministry of Foreign Affairs visa platform as part of a package. This guide explains how that mechanism works, what documents you hand over, what the fee is made of, and how to check an agent's licence.

An Umrah visa from Pakistan is issued through a licensed Umrah agent, who submits your application on the Saudi Ministry of Foreign Affairs visa platform as part of a package that includes your hotel and transport. You do not apply on a portal yourself, because Pakistani passport holders are not on the Saudi tourist eVisa list. You give the agent your passport, photograph and vaccination certificate; the agent pays the visa fee and the medical insurance from an account held with the Saudi mission; the visa is issued electronically and printed from the same platform.

Can Pakistani citizens apply for the Saudi tourist eVisa?

No. Pakistan is not among the 66 eligible countries listed on the Saudi tourist eVisa portal, checked on 18 September 2026, so the eVisa, and the Electronic Travel Authorisation and visa waiver that British citizens can use, are closed to a Pakistani passport. The portal’s own instruction for anyone not on the list is to contact the nearest Saudi embassy, which in practice means the agent route below. Our Umrah visa from UK guide is the page to read if you or a family member holds a British passport.

How do you apply for an Umrah visa from Pakistan?

You apply by booking a package with a licensed Umrah agent, who submits the visa on your behalf. The sequence is:

  1. Choose a package (dates, hotel, transport) with an agent licensed in Pakistan and accredited on the Saudi side.
  2. Hand over a clear passport scan, a photograph and your vaccination certificate, and sign the agent’s Umrah contract.
  3. The agent submits the request on the Saudi platform, pays the visa fee and the medical insurance, and receives the visa electronically.
  4. The agent prints the visa, or you print it from the platform’s Print E-Visa service with your passport number and nationality.
  5. You travel with the printed visa, your passport and your vaccination certificate.

How does a licensed agent actually get your Umrah visa issued?

The agent is an accredited office on the Saudi Ministry of Foreign Affairs visa platform, and every step of issue runs through that account. The Ministry’s e-services catalogue describes the service as allowing Umrah service providers outside the Kingdom, approved by Saudi missions, to log in and complete Umrah requests. The platform’s own Umrah Office Accreditation form asks for the office’s commercial registration number, its country, and its external agent number with the Ministry of Hajj, so an agent must already be registered with the Ministry of Hajj and Umrah before it can submit a visa.

The platform’s user manual shows what happens inside that account. An office outside the Kingdom receives its login from the Saudi mission in its host country, and its page shows an electronic wallet number and an IBAN; the wallet is funded by bank transfer and used to enter visas, pay the fees and pay the medical insurance. That one detail explains three things pilgrims ask: why the visa cannot be applied for personally (the wallet belongs to the accredited office), why nothing is issued until the agent has paid, and why insurance appears as a separate line on a quote (the platform charges it separately).

What documents do you need for an Umrah visa from Pakistan?

You need a valid passport, a photograph, a vaccination certificate and a signed contract with your agent.

DocumentRequirementWhy it is needed
PassportValid for at least six months after the date you arrive, per Saudi entry rules as recorded by GOV.UKThe visa is searched and printed by passport number and nationality
Passport photographRecent, plain background, to your agent’s specificationUploaded with the application
Meningococcal vaccination certificateQuadrivalent (ACWY). GOV.UK’s Saudi entry page lists it as required for Hajj and Umrah pilgrims, while the Saudi Ministry of Hajj and Umrah’s official FAQ says certified health certificates for Umrah are not required at the present time. Carry it: the two sources disagree, and airlines and departure checks can still ask for itChecked at departure and on arrival
Umrah contract with the agentWritten agreement covering the whole packageYour basis for any complaint under Pakistan’s 2024 Act
A travel agent's desk with passports, a laptop and tea, where Umrah visa applications from Pakistan are prepared

A passport inside the six-month window is the most common reason a submission stalls, so check the expiry date before you pay anything.

What is the Umrah visa fee from Pakistan made of?

The fee is made of three parts: the Saudi visa fee, the mandatory medical insurance, and the agent’s service charge, and only the third is set by the agent. The same platform manual shows the visa fee and the insurance as two separate payments from the accredited office’s wallet, with the insurance chosen from a list of insurers whose prices are displayed at the time of application. The government components are not printed on a public page in rupees, so any rupee figure you see online was converted from riyals on one day by one agent.

ComponentWho sets itWhere it appears
Saudi visa feeSaudi governmentPaid by the agent from its platform wallet
Medical insuranceInsurer from the platform’s list, price shown at applicationPaid by the agent from its platform wallet
Agent service chargeThe agentYour package quote

Ask each agent to separate the three; a “visa only” quote far below the others has usually left out the insurance.

How many days does an Umrah visa take from Pakistan?

The visa is issued electronically once the agent has submitted a complete application and paid, and the Saudi platform does not publish a fixed processing time for Umrah visas on the pages read for this guide. The order of events is: the agent books the Saudi-side package, submits your details, pays from its wallet, and the visa can then be printed. Delays usually come from the pilgrim’s side: an illegible passport scan, a photograph that fails the specification, or a passport with too little validity.

Give your agent your documents at least three to four weeks before departure, and earlier for Ramadan. Ramadan 1448 AH is expected to begin around 8 February 2027, subject to moon sighting, and in those weeks hotel availability, not visa issue, is the constraint.

How do you check your Umrah agent is licensed in Pakistan?

Ask for the agent’s licence under Pakistan’s Hajj and Umrah (Regulation) Act 2024, and check that the agent appears on the Ministry of Religious Affairs’ list of attested Umrah tour operators. The Act, published in the Gazette of Pakistan on 30 August 2024, defines an Umrah group organizer as a service provider duly licensed or registered or enrolled by the division concerned, and gives the competent authority exclusive power to grant, suspend or rescind that licence and to forfeit the operator’s bank guarantee on violation (sections 2 and 10).

Three later sections protect you. Section 13 makes the organizer liable for any act, omission, negligence or default in the provision of services that leads to hardship for a pilgrim in violation of the agreement. Section 14 sets up complaint disposal committees to hear such complaints. Section 16 lets those committees blacklist an operator, suspend or cancel its licence, and order compensation to the aggrieved pilgrim. All three depend on a signed agreement, which is why the contract in the documents table matters.

The Ministry keeps a public list of attested Umrah tour operators on mora.gov.pk under Hajj and Umrah. An agent who is not on that list, or who will not put the package in a contract, has taken you outside the Act’s protection.

Frequently Asked Questions

How much does an Umrah visa cost in Pakistan?
The cost has three parts: the Saudi visa fee, the mandatory medical insurance chosen on the Saudi platform at the time of application, and the agent’s service charge. The first two are paid in riyals by the agent and converted to rupees on the day, so the total moves with the exchange rate and the insurer chosen.

How much does an Umrah visa package cost from Pakistan?
A package price covers the visa, insurance, hotel nights, ground transport and the agent’s margin, so it varies with the hotel’s distance from the Haram, the number of nights and the season. Our own package prices appear in Pakistani rupees when you browse from Pakistan, and they include the visa and the insurance.

What is the price of a PIA Umrah ticket in 2026?
Airfares to Jeddah and Madinah are set by the airline and change with season, booking date and demand, and Ramadan fares run well above ordinary months. No fare quoted in a blog post stays accurate, so check the airline directly or ask your agent for a package with the fare shown as a separate line.

Is there an age limit for a Saudi Arabia Umrah visa from Pakistan?
The pages read for this guide, the MOFA visa platform and its user manual, do not publish an age limit for an Umrah visa, and children and elderly pilgrims travel on the same visa type as the rest of the family through the same agent route. Tell your agent everyone’s age at the quote stage so that rooms, transport and any wheelchair help suit the group.
